Dr. Lowell K. Oswald is an associate professor and a program director in the Westminster School of Education. He has been at Westminster College since 2014 and has worked in the field of education for over 30 years as a state administrator, district administrator, educational diagnostician and teacher. He has authored and directed multiple state and district grant projects, authored and co-authored several articles and presented at state and national conferences. As a state administrator, his responsibilities included overseeing the delivery of professional development services to Utah's 41 school districts and numerous charter schools. He received the 2014 Utah Council for Exceptional Children's Special Education Administrator of the Year Award. As a district administrator, his responsibilities included overseeing 1,000 licensed and classified personnel serving over 7,000 students with disabilities attending 82 schools in a school district of 65,000 students. For his leadership, he received the 2007 Davis School District Hall of Fame Recognition Award and 2005 School Board Honors Award. His professional service includes serving on the Utah State Board of Education Professional Learning Advisory Council (2017-Present), Utah Multi-Tiered System of Supports Advisory Council (2012-2017) and Utah Child Abuse Advisory Council (2013-2014). He also served as the Utah state lead for the Collaboration for Effective Educator Development, Accountability, and Reform (CEEDAR) project (2014-2018) and as the chair of the Utah Teacher Education Assessment and Accreditation Council (2018-2019). For his outstanding service, Dr. Oswald received the 2016 Westminster College Community Outreach Award. Dr. Oswald has a PhD from the University of Utah, an M.S. from Utah State University, and a B.A./B.S. from the University of Utah. He also completed two years of post-doctoral studies at the University of Utah in the school psychology program.
